Clipper Uploader is a personal desktop tool. It runs on its owner's own computer and uploads short video clips the owner has made to the owner's own TikTok account as drafts, which the owner then reviews and posts from the TikTok app. It also reads that account's public video list to show basic view statistics.
It is not a public service: there are no other users, no sign-ups and no hosted servers.
